This graph indicates wolf population growth from 1995-2006. Breeding pairs are defined as an adult male and female producing at least 2 pups that survive until December 31 of their birth year. Breeding pairs are the unit used by the US Fish and Wildlife Service for delisting and monitoring purposes. A pack is a verified group of wolves traveling together that does not meet the breeding pair definition.
